What guide line should be followed for administrative rewarded system?

Guideline for designing incentive compensation systems given below;

01.    Make the performance pay off major, not minor, pieces of the total compensation package.
02.    Have incentives that extend to all manager and all workers, not just top management.
03.    Administer the reward system with carefully and fairness.
04.    Tic incentives to performance outcomes directly liked to good strategy execution and financial performance.
05.    make sure that the performance targets each individual or team is expected to achieve involve outcomes that the individual.
06.    Keep the time between achieving the target performance outcomes and the payment of the reward as short as possible.
07.    Make liberal use of no-monetary rewards.
08.    Absolutely avoid skirting the system to find ways to reward effort rather than results.
